In 1839, government surveyor Robert Hoddle divided Richmond into 12-hectare allotments. Most of them were acquired on speculation. On the west, Farquhar McCrae (surgery, suburban speculator) and Joseph Docker lived on Richmond Hill. McCrae's land sold quickly, but Docker's acreage, which stretched from Punt Road to Church Street and Richmond Terrace, took considerably longer.
By the turn of the century, Richmond elegance had vanished, and slum landlords' small dwellings developed in the poorly drained southern section along the Yarra River. Poor Richmond citizens' reality contradicted common assumptions of the city. The first slum-elimination project, on land leased for the Richmond Racecourse, was finished in 1941.
A 1960s high-rise public housing complex was developed between Church and Lennox Streets in NW Richmond. A South-East Asian immigrant housing area, it transformed Victoria Street into a mostly Vietnamese commercial district, with the fragrances of Mandarin, Lime and Basil filling the air around eateries and cafés.
